Captive shippers frustrated with freight rates

A Senate committee is calling for a new national regulatory policy on railroads, in part to steady rates and to shift away from a captive-shipper scenario. With only one railway servicing a customer or a region, shippers are forced to pay higher rates to ship by rail, said Senate Commerce, Science and Transportation Committee Chairman Jay Rockefeller, D-WV.
