Two men were shot as they waited to enter the U.S. at a Baja California border crossing this week. Sergio Salcido Luna, 25, and Kevin Joel Romero, 28, were shot early Monday as they waited among a line of cars at the San Ysidro border crossing at 2:40 a.m.
