A bill halfway through the statehouse is intended to simplify movement of truck loads between upstate New York and Long Island. The Senate voted unanimously to advance to the Assembly a bill that would authorize a nondivisible load permit issued by the state Department of Transportation, instead of a New York City DOT permit.
