Authorities say a 44-year-old man’s blood-alcohol content was nearly five times over the legal limit for driving while intoxicated when he hit a tractor-trailer and fled the scene. The Ontario County Sheriff’s Office tells local media that a truck driver spotted Timothy Ruthven driving recklessly Tuesday afternoon in the town of Hopewell, 30 miles southeast of Rochester.
