State police say a New York City truck driver drove 90 mph during an ice storm after failing to stop when he collided with another tractor-trailer on an upstate highway. Troopers say 24-year-old Juan Torres of Queens was driving west on Route 17 Wednesday morning when his tractor-trailer jack-knifed and hit a truck that was disabled alongside the highway from an earlier collision with a state snowplow in Rockland in Sullivan County.
