The Nebraska State Patrol has cited a truck driver who’d been watching a soccer game on a smartphone he’d taped to the steering wheel of his rig. A trooper noticed the trucker wearing earbuds during a routine stop Wednesday at a weigh station on Interstate 80 near Waverly.
