Interstate 10 will partially reopen July 24, officials have announced, bringing relief much sooner than expected to truckers and other motorists who depend on the route connecting Southern California and Phoenix. Just one lane will be open in each direction, where floodwaters caused the collapse of the Tex Wash bridge near Desert Center, Calif.
