A divided Pennsylvania appeals court panel has refused to reinstate homicide by vehicle charges against a Maryland truck driver who caused a fatal crash on Route 222 in Lehigh County. The recent Superior Court ruling means Oliver Franklin Savage, 58, faces only a handful of traffic violation charges for the February 2014 wreck in Upper Macungie that killed 77-year-old James Knappenberger of Breinigsville.
