A. According to the FMCSA’s technical specifications, an edit is a change to an ELD record that doesn’t overwrite the original record. An annotation is a note related to a record, an update, or edit that the driver or authorized support personnel may input to the ELD.
According to the FMCSA, per Section 49 CFR 395.30(c)(2), all edits, whether made by a driver or the motor carrier, are required to be annotated to document the reason for the change. The FMCSA cites the example of a driver editing time that is switched from “off-duty” to “on-duty not driving.” This edit must include an annotation by fleet personnel to note, in this instance, that the driver made a mistake in logging his or her time as off-duty instead of the proper on-duty designation. The edit and annotation must then be sent to the driver for his or her approval.
