A. Yes, that is true. The Federal Motor Carrier Safety Administration (FMCSA) has published a waiver in the Federal Register covering short-term rental trucks. The 90-day waiver, which was granted at the request of the Truck Renting and Leasing Association (TRALA), will exempt the need for an ELD when using a short-term rental truck. This waiver will be effective until April 19, 2018.

The waiver will allow trucks rented for 30 days or less to use paper logs to record hours of service (HOS). It will also allow rental and lease truck providers more time to equip their trucks with ELDs. The 90-day waiver can only be issued once. After it expires, fleets will still be able to use the eight-day exemption from the ELD mandate for rental trucks. This exemption is in effect for five years.
