A. No, they are distinctly different from each other. A “paper RODS” means RODS that are not kept in a paper record book and prepared manually or on a computer not synchronized with a vehicle, and that is not qualified as either an ELD or automatic onboard recording device (AOBRD). Printouts of RODS are generated from ELDs and can be either displayed on a screen or printed, upon request during a roadside inspection in the event that the driver is unable to transfer the data to the officer.
