Trooper J.H. Midgette says a tractor trailer, driven by Isaiah Spencer of Virgina Beach, lost its load at the intersection of Highway 17 and 43 in Craven County just before 2 o’clock Sunday afternoon. Troopers say it was determined the trailer was never properly secured to the cabin.
