When the first state trooper arrived, Andrew Galeano’s car was idling on Interstate 91 in West Springfield, as if stopped at an imaginary traffic light. When a trooper asked why he was parked in the middle of the highway, Galeano said his car “stopped moving forward,” according to a police report.
