IT would be difficult to overstate the seriousness of the auditor general’s report this week into winter highway maintenance in Ontario. Two successive Liberal governments have been told, over and over again, by people who know – Northern mayors and reeves and their roads superintendents, truckers, bus drivers, tow truck drivers – drivers in general – and, presumably, provincial police, that winter snow clearing is a mess.
