The proposed rules would prevent “passenger compartment intrusion” of a car that rear-ends a trailer for 5 mph more than now. The National Highway Traffic Safety Administration has issued a notice of proposed rulemaking that would require “more robust” rear impact guards on trailers and semitrailers.
