One of those proposals is to reduce the speed limit on Route 53 from Manhattan-Arsenal Road all the way down to North River Road in Wilmington. “On top of the safety concerns associated with the truck traffic, the village has a responsibility to maintain the respect and reverence our fallen heroes deserve,” said Elwood Police Chief Fred Hayes.
