Hours regs suspensions extended in Texas, Montana, Dakotas for natural disaster relief
The Texas emergency declaration for Hurricane Harvey relief was extended through Dec. 22, and the emergency declaration for Montana, North Dakota and South Dakota in response to severe drought conditions was extended through Dec. 15.
ELD exemption requests: film production haulers, farm equipment dealers
Two more exemption requests from the electronic logging device mandate have been filed by the Motion Picture Association of America and the Western Equipment Dealers Association. Both requests seek full exemptions from the use of ELDs.
DOD weapons haulers’ 30-minute break exemption extended

DOT allows another major fleet to let pre-CDL operators drive team
FMCSA says comments received in opposition stated the commercial learner’s permit holders who had passed the CDL skills test were too inexperienced and are safer with CDL holders in the front seat. The agency argues that had the drivers been in their home state when they passed the skills test, they would have already obtained a CDL, and could drive on their own with no one in the truck with them.
Truckers using phone-based ELDs can change duty status away from truck, FMCSA says
FMCSA will, at least for five years, allow drivers using mobile device-based ELDs (those run on a phone or tablet) to change duty status outside of and away from their vehicle. Such changes in duty status will need to be annotated, the agency says.
FMCSA extends charter for safety advisory committee
The MCSAC is designed to provide FMCSA with advice and recommendations on motor carrier safety programs and regulations. The committee is made up of 20 voters from safety advocacy, safety enforcement, labor and industry stakeholders.
